| Local Enterprise Initiative Update |

On July 1, 2006, we launched LELIC to provide
training and assistance to four rural non-profits
assisting them in the implementation of local
microenterprise programs that will support and spur
local small business development. LELIC is supported
by a grant
from the USDA's Rural Community
Development Initiative with the match provided by
ECD.
One of our four partner organizations is the Tunica
County CDC (TCCDC) located in
Tunica, MS.
James Dunn, Executive Director of
TCCDC, says of LELIC "This will put TCCDC in a
position to help small business owners in the
community and we hope this will energize the small
business community. Through this program we will
be able to develop the trained staff and resources
that local businesses need."
TCCDC has developed a detailed workplan to create
their microenterprise technical assistance program
over the next 3 years.

As we prepared for our 2007 Strategic
Planning,
we sought the guidance of our clients and formed a
Client Advisory Board.
Six clients volunteered to serve on our Client
Advisory Board. We held our first
meeting on August 9, 2006 in Brinkley, AR with
clients driving from as far as south Arkansas and
Mississippi to
attend.
We want to take this opportunity to express our
gratitude to the following Client Advisory Board
members for their
commitment and
their open, honest feedback to make us a stronger
organization. Their input also
shaped our

| Success Measures - Benefits Picture |

seeks input from key stakeholders to develop a
Benefits Picture as well as clear outcomes and
measurable indicators.
After completing a facilitated discussion with our
client advisory board, staff, board of directors,
partners, funders, and potential
funders, alt.Consulting developed the following

demonstrate the contributions of healthy small
businesses to growing communities with more jobs,
wealth building opportunities and a stronger tax
base.

Brighter Days and Nites, LLC (Lite Ladies) |

Brighter Days and Nites are just what Dorothy
Sinclair and Elizabeth Hodges expected when they
started their business as a wholesale distributor of
lighting and electrical supplies in Memphis, TN.
They didn't expect it to be easy so they did their
homework, attending workshops, spending days in
the library and seeking assistance when needed.
After more than six
months of planning, they launched Brighter Days and
Nites LLC (BDN) in 2004.
BDN has 8(a) certification and various other state
minority certifications. These certifications take
time and preparation, and they also open doors to
government and other business contracts.
In 2005 Shelby County started a new program to
increase the contracts awarded to minority and
women owned businesses by helping them grow
through technical assistance including
alt.Consulting. BDN was able to access
alt.Consulting's assistance
to improve the accuracy of their accounting system.
"The door of opportunities has opened for Brighter
Days and Nites and we are ready to walk in. We
never dreamed that owning our own business would
be so rewarding. When alt.Consulting first visited
our office to work with us on a pricing model, we
thought 'why not just guess' at what our profit
should
be. Little did we know that working with the
government and accurately reporting your income
and expenses
is the key for success," according to Ms Dorothy
Sinclair.
The planning and preparation that Ms Sinclair and
Ms Hodges did before they started has paid off as
evidenced in their phenomenal growth rate over the
last two years.
