BR&E Manual developed by Ines Polonius, Executive Director of alt.Consulting added as a requirement for ACE Communities

Existing businesses are the bread and butter of our
economy. 80% of jobs created in rural communities
are created by existing businesses.
Understanding the value of exisiting businesses
is important to alt.Consulting, Entergy's Teamwork
Arkansas and Arkansas Department of Economic
Development.
Teamwork Arkansas asked Ines Polonius, the
Executive Director of alt.Consulting to develop a
manual to help economic development and
community leaders in Arkansas implement a
Business Retention and Expansion program in their
towns and counties.
When the draft program was completed Teamwork
Arkansas piloted the program in 3 Arkansas
communities and solicited comments from leaders
throughout the state. Ms. Polonius took that
information and produced a final manual. On
February 9, 2005 Teamwork Arkansas officially
introduced the program and the Arkansas Department
of Economic Development announced that the
Business Retention and Expansion program is now
included in the ACE Certification Program.
A Business Retention and Expansion Program is a long-
term, systematic approach to:
- Identify problems that could cause employers to
leave a community,
- Identify opportunities to help companies expand
in the community,
- Build relationships with individual company
executives to promote a sense of loyalty, and
- Create new opportunites for business
development.
